Here's why:
1) You might have some files open on the USB flash drive that you haven't closed yet.
2) There could be a virus messing with things, calling up files from the USB drive.
3) Some processes (like rundll32.exe or EXPLORER.EXE) might be using data from your pen drive, which makes it unsafe to remove.
How to fix it:
1) Make sure all files on the USB flash disk are closed, or run an antivirus scan again just in case.
2) Open up Command Prompt and type `taskkill /f /im explorer.exe` to close Explorer. Then type `start explorer.exe` to restart it.
3) Log out of Windows and log back in; this should let you safely delete the device.
4) If all else fails, just shut down your computer and unplug the USB thumb drive when it's off.
How to prevent this:
Turn off the preview function: Double-click "My Computer" - go to Tools - Folder Options - General - Tasks - select "Use Windows Traditional Style Folder," then hit OK.
Use the safe removal icon: Look for that little icon for safely removing hardware at the bottom right of your taskbar and use that whenever you want to eject your USB memory sticks securely.
